some servers but not others

this should be a fun one to ponder... i have created a project that works perfectly on my webserver and another server hosted on the clients site. the project DOES NOT WORK when uploaded to the web host (Fatcow). i have other projects on this host that work. i have been told by the hosts "tech support" that the database connection is fine and that the issue is a "syntax error" in the smarty.asp file. they could not of course explain to me why it works on two other sites but not theirs. they could also not help me with finding the error.
i have compared the smarty.asp files from other projects and they are indeed different. any help or suggestions at all would be appreciated.

again, all files on all sites are identical.
