Menu on Add and Edit pages

Hi I am trying to keep a standard look on ALL pages including the add screen and edit screen.
Is there anyway to have the menu show up on these pages so I don't have to MANUALLY edit each page. There are several levels of users and they don't all see the same items, so it makes is very difficult for me to keep the pages down if I have to manually edit each page.

Kim,
you can create menu in the custom event (Insert PHP code snippet option on the Visual Editor tab) and then use this event on another pages.

I tried it and you know what I still have to edit each page I need a menu on even if it is just putting in the snippet. Let's say I want to edit the add page template (not from the visual mode, but from the template so it shows on all the pages), I have to reset the page for the changes to show and then go back and add back in all the snippets again.
why can't the normal menu that comes with the program be shown on the add and edit pages? This way I don't have to do anything and can use the menu provided?
I tried inserting the code from the list page template for the menu and put it in the add screen template and it shows in the visual editor but when the pages come up it is not there. Is there something blocking it from loading on the add or edit pages?
Not only that but several different level users might be sharing the same screen, so I can't have a level one menu show up on a screen that would be shared by a level 2 person. So that means I have to create several versions of the same screens if they are shared so the right menu shows up. Sounds to complicated.
There has to be a better way to simply let the menus show up on the add and edit screen with out having to do all this run around.
