Artifacts in custom layout pages

I'm getting  and I can't figure out where they are being generated from.
The layouts are a custom design that I created smarty versions of and we have some HTML pages with the same design/CSS files and they do not have the strange artifacts.

http://www.thehooplife.com/profiles/members/login.php (generated from PHP Runner 4.1) Notice the links on the menu have a Â
I looked at the files in the Template directory, and nothing. Both in the generated versions as well as the template versions. I am at a loss.

It's difficult to tell you what's happening without seeing actual files.
