Where to put Header and Footer

Hi,
Let's say I have a project -

C:\Program Files\ASPRunnerPro5.0\projects\my_project
I want a Header.asp and Footer.asp for the project pages.
Where do they go please?
I tried -

C:\Program Files\ASPRunnerPro5.0\projects\my_project\tmp\include

that has style.css in there but adding the H & F don't work.
Help please.
