Adding own CSS

Hi,
Newbie here. Just wondering how I can add my own CSS links, modify Meta tags or add scripts between the <head> tags? I have looked through the forums and can't find anything that helps. The header.php is no good as it is added after the <body> tag. Using the visual editor could work would but means every page needs to be manually edited. Is the a place/file that can edited? Also noticed that HTML doctype is not standard across files. Some have full doctype while others only have <HTML>? How can I standardise these.

I think you need to edit the lheader.htm file that should be in the layout folder of what ever layout you are using. I know that is where I have modified many things. I usually make a copy of the layout I want and rename it and then make my changes. That way I can go back to the original layout that comes with php if I make some big mistake.
