MSNET32.dll not found error

Sounds like a you have not installed the server tools on your computer and if you did and are still getting this error then you need to check you installed the right one.

Say if you where using windows 95 and installed web publisher then theres a good chance that you need to check and see if the MSNET32.DLL is the right verision for your operating system. Or You accidentally installed the Windows 95 version for Remote Adimistration on your WinNT Work Station. To help you I need to know you operating system.
Next if its windows 95 your using you can Replace MSNET32.Dll with a new version this can be got from www.microsoft.com But BE CAREFUL

MSNET32.dll can be installed from Windows 98 CDROM along with other network components.
Also it can be downloaded from Microsoft's site separately as a part of security fix:
