 0x80040211 in ASP CDO.Message code

I am getting the much discussed 0x80040211 error when executing ASP code to send email withe the CDO.Message method.
I am not posting the code here, because I have read everything I can get my hands on on the web about this problem. I do not believe it is a code problem. The code I am using has worked great for 2 years on XP Pro, IIS 4. Something has changed in my environment, and I do not know what it is.
I have tried this with authenticated user names to three different non-local smtp servers. I get the same error message ... it is obviously system-related on my PC, I am convinced.
I have tried checking on various permissions. I have turned off firewalls and opened port 25 in my router. All to no avail ... same error message.
I am thinking, surely, someone has come across this and, voila', found the magic bullet that fixed it. Is there an ASP user, a network user, somebody ... that needs some permissions set somewhere?

Please help. Have no more hair left to pull out!

I had the same issue some time ago, but mine was BT Broadband suddenly asking for authentication to use their transport for out going mails, which involved me setting up an account with them....just a thought.

Check if your ISP allows connecting to SMTP servers other than their own.

Thanks, guys ... I had tried everything suggested in that link. Also, I have been using this same combo of ISP and smtpserver in the past. Maybe my ISP has changed something ... good thought. But, I don't think so, because it has worked until recent days. Anyway, I am thinking out loud and grasping at straws. Thanks for your help.
