Guest View

I am trying to let Guest view the site. When I install DocManager everyone has to login? I have removed the welcome header. I have searched and search for anything forcing Guest to login. I have to be missing something. But did a search for anything that says login.php and nothing pops-up to send Guest that way. Anyone else have this issue and how did you fix it..
