search_panel not generated PHPR 10.91

I am working on a new template - the search_panel is not appearing on the webpages.
Designer has the panel and display/mobile display are set to Always:

Style shows it:

But the web page does not:

This is a new template, no custom css, etc. has been added.

How to fix?

Just ignore this ... I had forgotten there is a switch in simple_search to show/hide the search panel.
