Guide 67 - Image capture and location coordinates

While on vacation, a PHPRunner developer wrote to me that he needed to capture a photo from the PC or phone camera, but he didn't want the user to have the option to take it from the computer's files.
I understood, from the data that he indicated, that it was like a signing in to work, but with teleworking, that is, verifying the personality of the person who starts the day's work.
Objetive
Programming a solution to obtain a record with the user's data:

• Date time of the operation, taken on the server. GPS coordinates, to obtain the location of the connected user. Photo capture online, of the user connected to the system.
