Email Merge experience in CRM type application

Hello,

I am looking to develop a system to provide basic CRM functions. I would like to have a series of email templates that at a minimum would allow a user to open a contact record and select a template that would then be merged and give the user the ability to edit the email before it's sent. If possible we'd like to be abel to select a number of users and then select the template and have it create the emails and allow the user to edit them before they're sent. Looking for any thougths / advise anyone might have based on doing similar things.
