admin_users dissapeared

i'm building a web application with dynamic permissions, i don't know how, but now i don't have possibility of adding users from admin area (a few days ago i had that possibility). I've tried to create an admin_users custom view,but i can't because is a reserved name.
How can I recover admin_users and add it to admin area menu?
