Yes.
Go to the Designer page for the table in question. On the Search Panel you will see a number inside of parentheses. This is the number of fields that are on the Search Panel.
Click the number and the Search Panel opens up displaying all of the fields.
Just click and drag them to the location you want them to be; just like anything else on the page.
