Setting a notification and sending email based on date

Hi everyone,
May I ask if there is any way to make the system have a notification popup and also send out a "reminder" email based on a date. Example, it could be an expiry date of a contract where the system will have a pop up and at the same time send out an email to remind me exactly 2 months before the date I entered (expiry date)
