 Cell Properties Formatting Issues

Under Designer I can see the Cell Properties on the Right Side.
I change the Background to Red of one the cells
It shows up as Red in the Editor Window
But when I upload the files, the Cell is not Red on the website.
What am I doing wrong?

Press "F5 key" ..., say, while it works at my end, I assume, a page refresh would do the trick ...

That worked .. I knew it had to be something simple and my brain was over thinking it..
