Time Based editing permission

Hello Dears

I need to give editing permission to my users so they can edit their submits after 5 hours and after this time the editing button disappear for him.

And besides how can i add a Final Submit Button for records that manager accept or decline the record added by workers.

Would anyone help me for this?
