How to modify the login page to have Notifications/Messages

I wants to add some texts on the login page as notification or instructions to the users but this is proving difficult. I am using PHPRunner 9.8.

You can insert it in Visual Editor. Could you be more specific about what causes the trouble?

I want to achieve exactly as in this page, https://spgs.abu.edu.ng/forms/ but all efforts have failed. I'm using PHPRunner 9.8.
