I have the time set to use time picker to use the 24 hour clock and the database shows that the time is being saved in that format. But the list page displays it in the AM PM format so the chart I setup.

The way data is saved and the way data is displayed are two different things. There are many different ways to display the same data.
I assume you use 'View as' type 'Time'. Instead of that leave 'View as' empty.

Yes set to time. When I look at the database the time is in the correct 24 hour format. Before I upgrade from 9.2 it was working.
Has to be a bug in 10.
