I know the admin user can see all users items in a calendar but is it possible for a user to add/edit another users calendar items?

This question doesn't really make much sense. Calendar template works the same way as any other project.
By default all data is shared between all users. If you use 'Users can see and edit their own data only' then users will be able to see their own data only etc.

What I did was:
Create a user with admin privileges that can see all uses which can then edit all as well. You may have to add a field so that you can select a user to edit and the rest of the users can see and edit their own data only.
