I have security set at Users can see and edit their own data ..... which initially worked good

  1. I added a VIEW ,,,, but all users can see the new view and I want only the user that added it to see it

You have to set security on the new view Users can see and edit their own data .rebuild add to menu and If you use dynamic permissions you also have to go in to admin area and set permissions to that group / user / etc.... like you did in original table. IF you use static permissions you have to setup in security tab with group and rebuild . and just to make sure check your events.
