Menu not adding new pages

I'm running PHPRunner Enterprise 9.0 build 27326 x64
I'm trying to create new menu's and the software welcome page shows the new page but when I build the page link doesn't show. I've tried to add other databases and it still doesn't add them. I also tried resetting the welcome page and menu and it still doesn't add the page.
Is this a bug or am I doing something wrong?

searched the forum and found this and i'm not sure I understand what needs to be done.
I can add menu's and change the menu's in the editor but when I build they still don't show up. What am I missing???
also this is on the Welcome page.

If you configure your app to use dynamic security, make sure you have permission to access the menu.

In phprunner, even you logged in as administrator, you must first configure menu access permission in admin area to enable access to specific menu

Yes, make sure that current user has permissions to access those new tables you added. Either do that in Static or in Dynamic permissions.

Never go in the admin area so it's out of site out of mind!
