 no second horz menus in phprunner 8

I just upgraded to phprunner 8.
I opened a phprunner 7.1 project that had several pages with two horizontal menus.
I can see both menus in the styles and editor panels of the software, but they are no longer on the output that I'm uploading... the website has lost all second menus.
I have tried full build, full upload... no luck.

I just checked to make sure it is NOT a permissions issue. I can still access all pages that were on the second menu by going to those URLs... the issue is just that the second horizontal menu is not showing.

I have tried resetting pages, changing themes, a lot of things and the second menu is still not displaying on the website.
