Help with drop down boxes

I created a web based Purchase Order several years ago and need to update it. Currently users have their Bill To info auto filled at log in. The users want a drop-down box of Ship To customers that auto fills the address info. Each user needs to only see their customers and also be able to add new customers & ship to addresses. Can anyone offer any suggestions on how to best accomplish these actions?
