How to round the average in the report, it always displayed to 10 dec places.

Change the 'View as' type of the field you averaging to Number and choose 2 digits after comma. This format will be applied to totals as well.

I cannot open the field property window to change the 'view as' . When I double click on the average field it does not open. I reseted the page many times and I cannot open the property of any average field. I am using PHP version 7.1

You need to click on the field itself. Do not click on totals yellow rectangle.

Yes I am clicking on the field itself and nothing is happening. When I click on any other field the property dialog opens. I cannot open the property dialog of any average filed.

Post your screenshot here that explains what you doing. It just doesn't sound right.
