Something Sepcial with Child lists

I am wanting to do something that I have not seen in phprunner yet.
I have say Master List and under it I have 2 child lists attached to it.
I would like that the first child list to show all the time. (which is does now)

but once the 1st child list is fully filled out I would like the 2nd child list to display as well.
Is this possible with phprunner?
Is this something I can get done with a bit of code?

Meaning all the fields that are in the child list have data added.
Each of the child lists have about 10 fields in them.
