Play mp3 file on registration page

Is it possible to play a mp3 file when the registration page loads or to have a button to allow playback of a mp3 file, the file will be at the root of the website url. http://www.fatbob.net/register.mp3
I want audio instructions to be available for new members to let them know the minimum requirements in order to register to my site.

will this allow a basic no interface playback, as I really want the file to play after a 1 second delay as soon as the page loads.
