The blog mentioned the ability to drag and drop files to attach to the site. Is there a setting that needs to be enabled to accomplish this?

There are no settings. You just need to have a browser that supports drag-n-drop.

For me drag n drop is not visible in IE9 but is ok in Mozzilla
