Visual Editor Form

Hello,
I'm having a really hard time trying to copy a form from the web, in the visual editor i don't really have to much control on the form i think. I need the table to be at 100% with of the screen i was able to do that but then i cant divide the cells into percentage so that it can adjust to 100% with of the page, i have trying this for hours and no success attached is the form i am trying to do, do you know if this is possible to do in phprunner? thanks
