 Long Date Format

I am wanting to use a long date format. But I want Sunday as Sun. and months is the short form. I know that in the past there was a library file to edit how these showed. Where do I find this file to edit. I can not seem to find it.

File name is include/locale.php.
Found it searching for 'Sunday' in the output directory.
