How to get HEADER and FOOTER

Hi experts,
I cannt see the header and footer options in my apsr files. I try to get it i cannt get it in the Editor mode.
please help me..

Header/footer files can be edited in Visual Editor. I guess you need to clarify what exactly causes the trouble doing this.
