Document download

I am trying to use the document download in the Formatting section of the application, however, I keep getting the "The Page Cannot be displayed" error.
The actual folder that holds the documents is /docs.

In the Formatting portion for the document, I have typed in /docs for the name of the folder as well.
Specs:

Windows machine

Actual folder name: docs

Docs folder is in the same directory as the php page
If I create a regular HTML table and put a link to that same document and then attempt to download it outside of my firewall, I am successful.
Can anyone tell me what am I doing wrong?
