utf_8 and Turkish characters

Hi,
The settings of my project are like these:
Language: Turkish

Regional Settings: Turkish

Output Code Page: Unicode (UTF_8)
Mysql database is also utf_8_general_ci.
However, I am having problem with Turkish letters like "ı", "ş", "İ", "ğ".
There is a sample project containing this problem:

Is there a way to use phprunner, utf8 and Turkih characters altogether?

Unfortunately, the changes did not work.
