Whats the default wait time?

Hey all,
I have a user that for some reason cant login, I believe the first problem is that they tried too many times to login and locked themselves out. my question is how long of a wait is this generally, I waited about 24hours before having them try to login again with no avail.
and if the user is locked out, can the user be blocked forever? btw I was able to successful login with their user name and password from a different network.
using asp runner 5.1

There no such thing is as lock out unless you implement such a feature in your project (in this case you should know what wait time is).
As a first thing ask user what exactly happens after username/password are entered and login button is pressed.
