Email Notice

I have a group that wants to have online a form for scholarships. I started thinking it be nice to have a database of these forms. My thought was when the person logs in and fills out their information for a scholarship that the information be passed on to the person who is in charge of scholarships.
So my idea is this: User fills out the form, Data then goes to the database and then email is sent to the person in charge with either the data in an email or a link to the persons scholarship info.
What would be the best route of doing this? I have not done this kind of thing before. NEW TO it.
