Disable Dependant Dropdown

I have a dropdown using ajax that the user types in a 9 digit part number.
I have and item description box that is dependant on that part number.
This all works good as long as the part number is in the DB that I have seleceted on the dependancy.
I need users to be able to add data that isn't in the DB but I don't want to use the "on the fly option"
Can you disable the red box around bad entries and force it to take whatever is typed in?
