Do I do this in the Visual Editor

Please excuse me if this is a stupid question, but I'm just getting started with PHPR and just learning website programming.
If I want to create a front page that looks similar to

Heart of Arkansas

or

RealEstateCenter
basically with a column on the left, and possibly a column on the right, etc,

do I do this in the Visual Editor, or is since it's not really database related, do

I do this in something like FrontPage, or Dreamweaver??
As I said, be gentle as I'm just learning.
