Hide labels end field when variable is empty

How to hide labels and field when the field does not contain any data (is empty)?

I used to do it this very this simple way, but in the PHP 5 buil 435 it does not work. (its not PHP)

I upgraded 2 days ago to version 5 and I can't figure out how to tackle the problem.
Can anyone help me?
