Hebrew and PHPR

In the case of a field Rich Text Editor,

during the Hebrew character insertion , PHPR encode the string typed in Rich Text Editor and the insert in the dB.
During the display of this field, all this unrolls normally considering a field Rich Text Editor is represented in field HTML with display.

What pauses a big problem because one cannot given A display field in HTML if it is not Rich Text Editor has the edition.
But if PHPR not encode the input in the dB it would have no problem there, has us to configure the charset well dB.
So my problem is:

• on the level of the dB: the character are encoded
  
• on the level of display: a field text normal display the carctere encoded in the dB.
