Are you trying to create a div? Hard to say why you are locked out but would need to know much more, what type of page you are editing - html, php, etc. It's super easy to just enter the tags in the code I never ever using Insert Layer because it writes a bunch of junk.

For some reason I can not open my insert layers option. I can insert images, insert templates, frames etc. But my "Layers" continues to stay unhighlighted and I can't insert any layers. What am I doing wrong, or am I locked out of it? Thanks -
