I am building a site for sight impared users and seems that every time I open PHPRunner I have to go through and reset all the "Records per page" back to 10 from 20. Please tell me there is a place I can set the default to 10 records per page.

Unfortunately it's impossible to change default value of the number of the records on the page. You can change this value in your project only.
