Edit table under certain criteria from separate table

I have a database that has 2 main tables - StaffTimeCard and Authorizations. I also have a master table relationship in a couple of queries that joins this information (QrySListAuth_list and QrySTCAuthorized) where I've created a common expression (AuthCID:UserID+campusID+Month) to link the two. I want to make it so that when a month and campus has been authorized by the individual (adds an entry to Authorizations), no one can edit, add or delete the individual's entries from that month and campus (in StaffTimeCard). Is this possible and if so could you help me?
