403 forbidden error

Hi,
After using phprunner v3.1 i tried to test it on my webserver hosted by netnation. However, it gave me a 403 forbidden error. Does anyone know how to fix this?
I do not have .htaccess files and have set the permission to 0755

You don't say what you a trying to do to get this error, e.g Upload application, access Database etc etc
