SMS Applications using PHPRunner?

Hi there,
I was just wondering if PHPRunner can be used to build web based sms applications - to send FREE sms to mobile phones - to establish your own sms gateway?.

I belive SMS gateways can be set up using MySQL database and Apache server.

Does anyone have any idea how they work/set up?

And how this powerful software (PHPRunner) can be used in it in anyway?
