Guests can't get in

I have a database with admin login and a guest part where it shows the information, unable to make any changes. I have had a couple people call me and say that when they go to my site, they are taken to the login page (Which I have setup so normally guests won't see it) and when they click on the guest login under submit, it says their session has expired. It keeps doing this so they can't get in under guest. 99% of the people have no problems, but a few said they can't get in. Does anyone have any ideas why this may be happening? Thanks-

Hi,
looks like those people hav Cookies disabled in their browsers.

PHPRunner-created pages need cookies to be enabled in users's browsers.
