Admin Area - More Granular Security Settings

I want a group of users to access the admin area. admin_users_list.php
I want them to be able to access Add/Edit Users

This group should only see the Manager and User column on the admin_members_list.php screen.

I tried to attach some screenshots but that option is currently not available.

I would like a group to be able to access ALL the options is the admin section. Let's say glbladmin
