Change Rich Text Editor in a Project

PHPR 10.91
I original chose CKEditor as the Rich Text Editor for my project. I wasn't aware thatt CKEditor rewrote image URLs preventing, not allowing absolute URLs.

I have tried changing in my project to either of the other two options, but everytime I publsih the project it still is using CKEditor. How can I change to a different editor?
