Sessions and Guest Login in V11

Does anyone have any ideas why, in the latest V11 build, with data-based security enabled, sessions set to never expire, and "Add log-in as guest" enabled I get a session expired error on log-in and no guest access link?

I found that if you check the Remember me box you will be able to log in as you'd expect, without it you get Session Expired error, even though sessions are set to never expire.

Still can't find the Log-in as Guest link on the log-in page even though it shows in the page designer...

Also can't log-out...
