2 register pages but second one isn't getting built

Hi,
I am trying to make an application that has 2 registration pages (one for paid memberships and one for free promotional memberships). So, I have 2 registration pages in PHPRunner:

1. register
2. register1
   The problem is that register1 never gets built so I can't publish it or use it. I'm wondering why. The 'draft' button is not checked. Any insight would be greatly appreciated. Thanks,
