adding element to login page

I would like to add some shortcuts to login page to show informations without login, but I can't find a way in design page to insert a button in the whole page except the small login area. Do you have a solution?

I found a different way: in page designer on top of login menu there was a blank cell, I added buttons there and applied css transform to translate in preferred position
