PHPRunner 10.91 ignores CKEditor in source/plugins

I upgraded to PHPRunner 10.91 and I copied the ckeditor plugin from 10.8 to 10.91, but version 10.91 ignores it and says it is not installed.

Is there something different about 10.91? Why would it not recognize CKEditor is in the plugins folder?
